WTF is England's Problem?

Taking a photograph of a collection of hoodlums disturbing the peace outside your apartment results in a warning to the photographer and might lead to his arrest on assult charges. I've long wanted to visit the U.K. but crap like this makes me wonder if maybe that isn't such a hot idea.
